The International Association of Rehabilitation Professionals (IARP) is a leading organization in the field of rehabilitation. Our members work on a daily basis assisting individuals with disabilities so they can return to family, integrate into the community and / or return to work.
The Americans with Disability Act was enacted 27 years ago (1990) prohibiting discrimination on the basis of disability. The ADA Education and Reform Act of 2017 weakens the Americans with Disability Act, and its ability to enforce the requirement for businesses to proactively remove barriers to access public establishments (stores, train stations, restaurants, hotels) and removes the incentive for businesses to provide voluntary access. Passage of HR 620 requires an individual to provide written notice to the business owner and allows businesses to take up to six months to make “substantial progress” to a reported offense, without actually correcting the barrier.
HR 620 restricts individuals with disability from participating in society, makes it harder for individuals with disability to enforce the requirements of the ADA, and removes motivation for businesses to comply.
IARP strongly supports the inherent rights of individuals with disabilities and we are opposed to any threat to their individual civil rights.
IARP opposes H.R. 620, “The ADA Education and Referral Act of 2017” due to the unfair and unreasonable disenfranchising effects of this bill.
